ADVISORY : Update on the Status of Water Meters July 8, 2025

The Butuan City Water District (BCWD) informs the public, especially its valued concessionaires, of the current status regarding the availability of water meters.

Reason for Unavailability of Water Meters

BCWD is presently facing a shortage of water meters due to a failed delivery from the previous supplier that won the bidding. Said supplier has been blacklisted for non-compliance with contract terms, particularly with regard to technical specifications. As a result, this has affected BCWD’s capacity to process new service connections and replace defective meters.

Alternative Water Meters

In the interim, BCWD has identified alternative sources of water meters from local suppliers in Butuan City. These water meters meet BCWD’s technical standards. Concessionaires who wish to proceed with their connection may opt to purchase these meters directly, pending the completion of BCWD’s procurement process.

Status of Procurement

The procurement process for new water meters is currently ongoing. The Bids and Awards Committee (BAC) has conducted the pre-bidding conference, and the opening of bids is scheduled for July 14, 2025. The delivery of new water meters is expected by October 2025, subject to the completion of all procurement procedures.

BCWD assures its concessionaires that this matter is being handled with urgency and transparency, and we are committed to restoring regular meter availability as soon as possible.
