In relation to the circulating CCTV video alleging a new modus involving employees of the Butuan City Water District (BCWD) illegally removing a water meter from a cluster while falsely claiming that the activity was officially sanctioned by BCWD, the District clarifies that this allegation is inaccurate and without factual basis.
The activity shown in the video occurred on February 12, 2026, at approximately 4:00 AM and was part of an official BCWD repair operation. BCWD personnel responded to a report, which was received by the office around 3:00PM of February 11, 2026, that a water meter cluster had been damaged after being struck by a vehicle. Upon inspection, the repair team confirmed that the cluster had sustained significant damage and that one of the water meters could not be reinstalled immediately.
To temporarily stop the water leakage and prevent further water loss, the personnel on site installed a plug in the damaged cluster and removed the water meter to facilitate the necessary repairs. This procedure was carried out in accordance with the District’s standard maintenance and emergency response operations. By February 13, 2026, the damaged water meter was replaced and installed back.
BCWD would like to remind its consuming public that the District maintains personnel on duty 24/7 to respond to leak repairs, infrastructure damage, and other maintenance concerns. As such, it is normal for BCWD personnel to conduct field operations late at night or in the early morning, including leak repairs, maintenance of water meter clusters, reservoir inspections, and flushing activities.
It is unfortunate that personnel performing official duties were alleged to have been engaged in illegal activities when, in fact, they were responding to reported damages and consumer concerns. BCWD personnel are friendly and approachable, and members of the public may approach them at any time to inquire about the nature of the activities being undertaken. They are prepared to provide appropriate explanations regarding the work being conducted in the area.
Through this, individuals who wish to report, verify, or seek clarification regarding BCWD activities may be properly guided. Personnel on official duty may also be identified through the identification cards they wear.
The dissemination of false information alleging illegal activities by BCWD personnel poses a serious threat to the safety and security of field personnel performing official duties.
