ADVISORY BCWD Reminds Concessionaires to Refrain from Reopening Unsettled Disconnected Water Meters (October 22, 2025; 4:00PM)

The Butuan City Water District (BCWD) reminds all concessionaires to refrain from reopening water meters that have been disconnected due to unsettled accounts.
Please be advised that the unauthorized reopening of disconnected water service is illegal. If it is found that a disconnected meter has recorded water consumption, the following actions will be taken:
* The water meter will be pulled out; and
* The concessionaire will be charged with illegal reopening.
BCWD emphasizes that unauthorized reconnection constitutes a violation of Republic Act No. 8041, otherwise known as the National Water Crisis Act, under its Anti-Pilferage Clause.
Once violation has been made, upon reactivation of the disconnected account, the concessionaire shall be required to settle the following fees and charges:

Illegal Reopening 3,000.00
Reactivation Fee 6,500.00
Registered Consumption (based on actual meter reading)
BCWD urges all concessionaires to settle their accounts promptly and to avoid tampering with or illegally reconnecting water meters to prevent additional charges and possible legal consequences.
Under the National Water Crisis Act, it is declared unlawful for any person to steal, pilfer, or tamper with water meters, main lines, pipes, and other related facilities. Violations of the Anti-Pilferage provision are punishable by law depending on the established prima facie evidence.
