Butuan City Water District (BCWD) scored 80.69 with a descriptive rating of “Good” in both Compliance with Anti-Red Tape Act (ARTA) Provisions and Over-all Client Satisfaction.


Based on the recently released ARTA Report Card from the Civil Service Commission (CSC), BCWD complied four of the six ARTA provisions which include Citizen’s Charter, PACD, No Hidden Costs and No Noon Break Policies. In the Over-All Client Satisfaction, BCWD passed in all areas which include Frontline Services, Service Quality, Physical Setup/Layout customers’ area, Provision of Basic Facilities and Respondent-Client’s Satisfaction Level.


The grades reflected in the ARTA Report Card were the results of the survey conducted by the CSC on May 2 – 5, 2016. Grades were based on CSC observations and interviews of customers who were selected randomly.


Republic Act No. 9485 otherwise known as the “Anti-Red Tape Act of 2007” aims to improve efficiency in the delivery of government service to the public by reducing bureaucratic red tape and prevent graft and corruption in government agencies and offices.


“Red tape, defined by the dictionary as the excessive bureaucracy or adherence to rules and formalities which results in delay or inaction, is not unusual in the Philippine government offices. This practice causes inefficiency in the delivery of the government services to its people. It is also a major cause of graft and corruption in the country. That is why the government enacted Republic Act No. 9485,” according to Victorino Abrugar in his article entitled “The Anti-red Tape Law in the Philippines: What You Should Know.


Moreover, BCWD recently passed the first surveillance of the ISO certifying body, AJA Registrars. As such, BCWD retains its ISO 9001:2008 certification for the next two years with yearly surveillance audit by AJA Registrars to ensure that the agency is implementing continuous improvement of its Quality Management System.


BCWD’s good rating in ARTA by CSC and passing the ISO 9001-2008 first surveillance by AJA Registrars show that the agency is seriously exerting efforts to really satisfy its customers with its services.
